Background
Industrial clusters have become a key pillar of modern industrial policies, enhancing productivity, fostering innovation, and strengthening global competitiveness. By bringing together manufacturers, suppliers, R&D institutions, logistics providers, and supporting entities, clusters create economic value through collaboration, knowledge sharing, and economies of scale.
In Oman, industrial clusters are a strategic pillar of the Oman Industrial Strategy 2040, which aims to enhance industrial competitiveness, diversify the national economy, increase local value addition, and connect Omani industries with regional and global value chains. The Ministry of Commerce, Industry and Investment Promotion emphasizes specialized clusters as a model for industrial integration and localization of value chains.
Current developments
Sohar has emerged as a successful model of industrial integration, leveraging its world-class port and strategic location. It hosts Lada’in Park, an integrated plastics cluster linking petrochemicals to downstream plastic manufacturing, and a Downstream Aluminium Industries Cluster aimed at moving beyond primary aluminium to semi-finished and finished products.
In Sohar Freezone, work is underway on a Renewable Energy Technologies and Equipment Industrial Cluster to support solar components, clean energy technologies, and hydrogen-related equipment. The Special Economic Zone at Duqm is developing rapidly as a hub for petrochemicals, mining, green hydrogen, and logistics, and has established a Fisheries Industrial Cluster to enhance value addition and exports.
Khazaen Economic City is developing a Food and Medical Industries Cluster to strengthen food and pharmaceutical security. Future plans include a Green Steel and Iron Industries Cluster and a Petrochemical Industries Cluster in Duqm, along with support for light industries, food, and packaging in Barka, Samayil, and Nizwa.
| Cluster | Location | Focus |
|---|---|---|
| Plastics (Lada’in Park) | Sohar | Petrochemicals to downstream plastics |
| Downstream Aluminium | Sohar | Semi-finished and finished aluminium |
| Renewable Energy Technologies | Sohar Freezone | Solar, clean energy, hydrogen equipment |
| Fisheries | Duqm | Value addition and exports |
| Food and Medical | Khazaen | Food and pharmaceutical security |
| Green Steel and Iron (planned) | Duqm | Green steel production |
| Petrochemicals (planned) | Duqm | Petrochemical industries |
Impacts
Industrial clusters are expected to improve production efficiency, reduce operational costs, attract domestic and foreign investment, and encourage innovation and technology transfer. They also create high-quality employment opportunities for national talent, supporting Oman's economic diversification goals.
By integrating basic industries with downstream manufacturing, clusters increase local value addition and strengthen supply chains. They enhance Oman's attractiveness as an investment destination by providing integrated ecosystems with modern infrastructure, skilled human capital, and access to regional and global markets.
Future outlook
Scenario analysis: The possibilities below are not certain predictions.
Oman has opportunities to expand R&D programs, accelerate digital transformation and Industry 4.0 applications, integrate SMEs into value chains, and attract advanced manufacturing investments. If these efforts succeed, clusters could significantly boost productivity and exports.
As global industries move toward sustainable manufacturing and circular economy models, clusters may become a strategic tool for competitiveness. If Oman effectively implements the Industrial Strategy 2040, it could strengthen its position as a regional industrial and logistics hub, though outcomes will depend on execution and investment.
