Background
The Social and Sport Contribution Fund (DAAM) and the Qatar Foundation for Social Work have signed a funding agreement to support the Vocational Rehabilitation Program at Al Shafallah Center. The agreement was announced on August 4, 2026.
DAAM, established in 2010, supports cultural, social, sports, and charitable projects, funded by contributions from companies listed on the Qatar Stock Exchange. The fund operates in line with Qatar National Vision 2030.
Al Shafallah Center, under the Qatar Foundation for Social Work, is a leading institution dedicated to the rehabilitation and empowerment of persons with disabilities through specialized programs that foster independence and social inclusion.
Current Situation
Under the agreement, DAAM will provide financial support to deliver a structured program offering accredited, competency-based vocational pathways for persons with disabilities. The programme is tailored for Al Shafallah Center members aged 15-20 and operates through two distinct tracks.
The first track focuses on individuals with mild to moderate disabilities, equipping them with specialized professional qualifications aligned with Qatar's labour market needs. The second track supports persons with severe intellectual disabilities by developing essential workplace readiness, independence, and social adaptation skills.
The programme also includes capacity-building for the centre's staff to ensure training is delivered effectively according to each participant's needs.
Impacts
The programme aims to build practical and professional skills, strengthen participants' readiness for the labour market, and connect training outcomes with real employment opportunities. It follows a comprehensive approach: assessing each participant's abilities and interests, developing personalized training plans, and working with public and private sector partners to link graduates with suitable employment.
Executive Director of Al Shafallah Center, Fatima Al Saadi, said: "Empowering persons with disabilities begins with investing in their potential and creating genuine opportunities for them to gain the skills needed to contribute meaningfully to national development." She added that the programme offers specialized pathways that respect individual differences and draw on best practices in vocational rehabilitation.
Director of Shared Services at DAAM, Yousef Al Nuaimi, said: "At DAAM, we believe that meaningful vocational programs are essential to opening doors for persons with disabilities in the labour market. Our support for Al Shafallah Center's programme is a concrete step toward building a generation that can rely on its own abilities and contribute actively to national development."
Future Outlook
Scenario analysis: The possibilities below are not certain predictions.
If the programme is implemented as planned, participants could gain accredited qualifications and improved employment prospects, potentially contributing to national development. The partnership may also encourage similar initiatives by other organizations.
Should the programme successfully link graduates with employers, it could serve as a model for vocational rehabilitation in Qatar. However, the long-term impact will depend on the effectiveness of training and the availability of suitable employment opportunities.
The agreement is part of DAAM's broader mandate to advance social development and sustainable initiatives. If funding continues and outcomes are positive, the programme could be expanded to reach more beneficiaries in the future.
